PROFESSOR WILMA KOTZÉ

 
SUMMARY OF THE CONTRIBUTIONS OF PROFESSOR WILMA KOTZÉ TO THE TRANSFORMATION OF NURSING

 

Professor Kotzé served as Member of the South African Nursing Council for six consecutive terms of office from 1979 to 2003.

In her second term of office on the Council she was elected as Vice-president for the Ninth Council and thereafter as President for the Tenth and Eleventh Councils.

She served on the South African Medical and Dental Council as representative of the Tenth Council from 1989 to 1994.

She represented the South African Nursing Council at several international conferences and participated in a number of overseas assignments to study nursing education, nursing practise and professional regulatory systems abroad, the most important of which the delegation led to the East Central European Countries in 1992 to prepare Council for the management of nurses returning to the post-apartheid South Africa.

As President of the South African Nursing Council, Professor Kotzé was a member of the work group which was assigned Unification of the former Bophuthatswana, Ciskei, South African and Transkei Nursing Councils by the Minister of Health.

In 1995, with the establishment of the Interim Nursing Council, Professor Kotzé was appointed by the Minister of Health and Welfare as Member of the Interim Council, and elected by this Council as its Vice-president.  After amalgamation of the former South African, Transkei, Ciskei and Bophuthatswana Nursing Councils and the establishment of the new South African Nursing Council in 1998, she served her last term of office on Council as an elected member, in the capacity of Vice-president.

Professor Kotzé was:

member of the Executive Committee of Council from 1979 to 2003 (Chairperson 1989 to 1995);
A member of the Education Committee, 1984 to 1989, and its Chairperson, 1984 to 1989;
Chairperson of the Professional Conduct Committee 1989 to 2003; and
Chairperson of the Laws and Practise Standards Committee, 1989 to 2003.  The ground work for the review of the Scope of Nursing Practise and development of a Charter for Nursing Practise to provide parameters for nursing practice, inform development of educational standards, the categories of nurse and qualifications needed to best serve the public and health service system in the new democratic society, and indeed inform the public of what could be expected from nurses, was done by the Laws and Practise Standards Committee during the terms of Office of the Interim Nursing Council and its successor under Chairmanship of Professor Kotzé.

INTERNATIONAL NURSES DAY 2012

MESSAGE FROM THE CHAIRPERSON OF THE SOUTH AFRICAN NURSING COUNCIL

The South African Nursing Council joins the nurses around the globe as we commemorate the International Nurses Day, acknowledging the scientific, ethical and professional influence that Florence Nightingale had on the nursing profession.  Nurses, globally on this day remember and reflect on the meaning and value of their own and collective contribution in the delivery of health care.

The theme for 2012 is “Closing the Gap: from evidence to action”

The South African Nursing Council celebrates this historical milestone by acknowledging the tireless efforts of all nurses in South Africa, who despite daily pressures and challenges, continue to prioritize the welfare of their patients.

This year, on International Nurses’ Day the South African Nursing Council will be paying tribute to the pioneers of nursing.  Chief amongst these would be the celebrations of Cecilia Makiwane, the first black professional nurse to obtain state registration in Africa in January 1908.  In addition the Council will pay tribute and salute visionary leadership provided by various nurse leaders in the transformation of the nursing profession in line with the democratic principles espoused in the Constitution of South Africa.

A year ahead provide a golden opportunity for nurses to define a strategic role to be played by nurses in contributing to a long and healthy life for all, specifically in the implementation of nurse driven primary health care, a strategy for ensuring citizenry access to basic health care.  We are also optimistic that our midwives will embrace the introduction of midwife-led obstetric services as an opportunity for saving mothers and saving the babies of our country

Implementation of Revised Fees Payable to the South African Nursing Council for Accreditation of Nursing Education Institutions

PURPOSE

The purpose of this circular is to inform providers of Nursing Education and Training, Provincial Departments of Health and stakeholders about the implementation of revised fees payable to the South African Nursing Council (SANC) for accreditation of Nursing Education Institutions.

IMPLEMENTATION

The Council, at its meeting of 28-29 March 2012, approved the fees as outlines below.  The revised fees are in accordance with the cost of processing applications, conducting accreditation visits and service to Nursing Education Institutions.

1.    Motivation for fees payable for the accreditation of Nursing Education Institutions

1.1    The SANC, as an accredited Education and Training Quality Assurance body (ETQA), is required to promote the quality of education and training amongst education providers.

1.2    The activities to promote quality have an impact on the administrative and resources requirements, with considerable financial implications.

1.3    In view of the above ETQA activities, the SANC has introduced fees that are payable to the SANC in respect of the accreditation of Nursing Education Institutions.

1.4    With the implementation of these fees, the South African Nursing Council will be in a position to improve on the quality and quantity of resources required for the accreditation process.

Implementation of a Penalty on Candidates Found to be Cheating on Examinations

 

PURPOSE

The purpose of this circular is to inform providers of Nursing Education and Training, Provincial Departments of Health and stakeholders about the implementation of a penalty on candidates found to be cheating during examinations.

 

IMPLEMENTATION

The Council, at its meeting of 28-29 March 2012, approved the implementation of a penalty as stated below:

1.1    Students found copying during Council examinations should not be allowed to write another Council examination for a period of two years.

1.2    The names of such students should be flagged in the Council’s system in order to prevent admission to other Nursing Education Institutions.

 

This sanction becomes applicable as from 1 May 2012.

Implementation of the Improvement of the Current Examination System of all Programmes where Examinations are Conducted by the South African Nursing Council

 

PURPOSE

The purpose of this circular is to inform providers of Nursing Education and Training, Provincial Departments of Health and stakeholders about the implementation of improvement on the current examination system of all programmes where examinations are conducted by the South African Nursing Council.  This is done in order to:

minimise and eliminate the security risk associated with examinations, including setting papers, typing, packing and dispatching (internally), distribution (externally), invigilation and security of examination papers and scripts in transit.
reduce the time for the processing of examinations and publication of examination results.

 

IMPLEMENTATION

The Council, at its meeting of 28-29 March 2012, approved the implementation of the improvement of the current examination system of all programmes where examinations are conducted by the South African Nursing Council as stated below:

Changing of examination schedules from three times a year to two times a year (May and November)
Reducing the number of examination centres in metropolitan cities, but retaining existing examination centres in remote areas
Centralising the marking of examination scripts per province
Extending the period for the moderation of examination scripts from five days to ten days.

 

This circular is applicable from 1 January 2013.

SOUTH AFRICAN NURSING COUNCIL – YEAR END CLOSURE

 

The South African Nursing Council offices will be closed at the year end from 27 December 2011 to 02 January 2012.  However, Cash Management will be opened for payment of annual fees only from 28 to 30 December 2011 between 08: 00 and 16: 00.

The SANC offices will close at 12: 00 on Friday, 23 December 2011.

The SANC offices will re – open at 08: 00 on Tuesday, 03 January 2012.

 

Kindly inform all persons in your institutions so that they are aware in advance of the dates the Council will be closed.

Alternatively, payments for annual fees can be made into the Council bank account.  Payments will be recorded effective from the date the payment is made into the bank account, or in the case of internet of other electronic banking payments, on the date that the transactions will be effected as per agreement with the client’s own bank.

Please be advised that services at South African Nursing Council have returned back to normal after the industrial action by NEHAWU members was suspended with effect from 05 December 2011.  However, we urge nurse practitioners to pay their annual fees through the bank, due to a high number of clients making payments at the counter, resulting in long queues.

Annual Returns – Nursing Council Information Requirements in Terms of the Nursing Act

 

Provisions of the Nursing Act, 2005 enable the Nursing Council to require annual returns from both nursing education institutions and from employers of nurses. Sections 4(2)(k) and (l) read as follows:

4. (2) The Council may—

(a) …;

(k) require nursing education institutions to submit annual returns of learner nurses and to submit any information that the Council may require;

(l) require employers to submit annual returns of nurses in their employ and any other information necessary to enable the Council to perform its functions and fulfil its objectives;”

Council has embarked on an effort to collect personal and contact details of Nurses, Midwives and Student Nurses. This information is required:

To improve the ability of Council to communicate with practitioners and students; and
To enable Council to submit complete information to the National Learner Records Database (NLRD). In this regard please note that the NLRD contains details of both active learners and learners who were previously active (whether qualified or not).

You are therefore required to supply the Council with the required information in respect of every:

Nursing or Midwifery practitioner currently in your employment; and
Nursing/Midwifery student who is currently registered with your institution.

The exact information required is shown on the attached questionnaire. You can make and use copies of these questionnaires to submit the required information (this may be the obvious choice for small organisations). However, larger organisations are encouraged to download and use a copy of the requirements in spreadsheet form from the SANC website. The data can be imported into the spreadsheets from the organisation’s HR system or can be populated manually.

When you are satisfied that the information is correct, it should be forwarded to SANC:

Your urgent attention to this matter will be appreciated. Please note that all submissions must be returned by 25 November 2011 at the latest.

Please try to provide as much of the optional information as possible. It is vital during this initial information collection exercise that at the very least the details which are indicated as compulsory be provided. These compulsory details include the following items:

Surname;
Full Given Names;
Mobile phone numbers;
Residential address (at HOME – not at your place of employment / where you are a student)
Name of Employer;
Area of Employment (or, if employed in more than one area, predominant area of employment); and
The identity number and date of birth fields – these will be used to confirm that the correct record is updated.

Please note that there is also a short questionnaire about your organisation on the SANC website (www.sanc.co.za). This must also be completed in order to register your organisation on the SANC database. Once your organisation has been registered, you will be sent a confirmation together with a SANC reference number to be used by your organisation in future.
