South African Nursing Council – New Examination Application Form

  1. Enclosed is the new examination application format for applying for learners to write a Nursing Council examination. No individual applications will be needed in future.  
  2. The application needs to be submitted on a letter format with the logo of the Nursing Education Institution, contact details and accompanied by proof of payment (group payment done by the Nursing Education Institution). Please note that a remittance request is not a proof of payment.  
  3. Identity numbers or passport numbers are not relevant for this application. Please consult with the SANC Registration Department (Learner Desk) in time if confirmation of learner registration was not received. Telephone numbers for learner desk: +27 12 426 9530 or +27 12 420 1062.  
  4. Kindly adhere to the closing date for submission of examination applications according to the examination schedule.  
  5. Confirmation will be sent to the Nursing Education Institutions immediately once learners have been entered for the examination and timetables will be issued after late entries and re-entries have been processed, approximately 3 weeks before the examination.  
  6. The new application format will be implemented immediately and no old style application forms should be used from the year 2014.

INTERNATIONAL NURSES DAY

MESSAGE FROM THE CHAIRPERSON OF THE SOUTH AFRICAN NURSING COUNCIL

International Nurses day is celebrated annually on 12th May to commemorate the birth of Florence Nightingale who made a significant contribution towards the nursing profession.  This day also presents nurses globally with an opportunity to remember and reflect on the meaning and value of their contribution in the delivery of health care.

The theme for 2013 is Closing the Gap: the Millennium Development Goals: 8, 7, 6, 5, 4, 3, 2, 1

The South African Nursing Council, as the statutory body has developed a range of enabling instruments for nurses to take a lead towards the achievement of the United Nations health related Millennium Development Goals (4, 5 and 6) which focuses on the reducing child mortality, improving maternal health and combating HIV/AIDS, malaria and other diseases.

As carers in the coalface of disease; pain; helplessness and despair, I am also grateful that working together we have indeed made remarkable strides in many areas including the notable successes in reversing the tide of HIV and AIDS.

Today our country under the leadership guidance of Honourable President Jacob Zuma is hailed as a shining example having succeeded in putting more than 1, 7 million people on life saving Antiretroviral treatment; on bringing in more than 20 million people to test for HIV and most remarkably reducing the mother to child transmission rate from 8% in 2008 to 3.5 per cent in 2010 and to 2.7 per cent in 2011.  One thing is certain, the above could not have been achieved without the involvement of appropriately skilled committed and compassionate nurses.

Today as we celebrate this all important day we also need to be mindful of the fact that our country has a responsibility as directed by the African Union under the auspices of the Campaign on Accelerated Reduction of Maternal and Child Mortality in Africa (CARMMA) to ensure that indeed, “No Woman Should Die While Giving Life!”  Again midwives of our country have the expertise, skills and clinical acumen to ensure that both the mother and the new-bon baby come out alive and well to be celebrated as a gift to their families.

Our work as nurses in this country is never going to be an easy one due to the fact that the South African health system is predominantly nurse driven.  On behalf of SANC, I salute and commend those nurses who regardless of all challenges encountered within the health care system, still prioritize the wellbeing of the patients.  Thus contributing the long and healthy life for all.

FOR IMMEDIATE RELEASE

UNACCREDITED NURSING PROGRAMMES

It has come to the South African Nursing Council’s attention, that there are training institutions which are misleading the community and learners by informing them that they are offering Ancillary Nursing as a nursing programme. This programme is not accredited by SANC and learners who are enrolled for it will not be recognized and registered as nurses.

SANC only register nursing education institutions that are accredited to offer basic legacy qualifications which are: Auxiliary Nursing, Enrolled Nursing, Bridging Course and Four Year Comprehensive Course and these legacy qualifications will be phased out in June 2015. The following new basic nursing qualifications will then be phased in: 

Bachelor in Nursing
Diploma in Nursing
Higher Certificate : Auxiliary Nursing
Advanced Diploma in Midwifery

SANC is also aware that there are other accredited nursing education institutions which are offering Ancillary Nursing, as a prerequisite for learners to enroll for Auxiliary Nursing. SANC would like to distance itself from such practices as this is not a prerequisite for enrolment as a Nursing Auxiliary in terms of SANC regulations .

SANC therefore urges the community and the learners to check first with us whether the programmes that they are enrolling for are legitimate. We can be contacted on +27 12 420 1000 or log onto www.sanc.co.za.

We sincerely regret the inconvenience this has caused the learners and the community at large. However SANC encourages the community to report such cases so that necessary investigations can be conducted to ensure that appropriate actions are taken against all those responsible for this misleading and unprofessional behavior.

Data-base for Post Basic Programmes

In accordance with Chapter 2 of the Nursing Act, 2005 (Act No. 33 of 2005) the South African Nursing Council (SANC) as a regulatory body is responsible for regulating the provisioning of Nursing Education, Training and Practice thereby registering both practitioners (in prescribed categories) and learners (as learner nurse or learner midwife). The changing disease burden, health policies and nursing education and practice landscape has resulted in a constant need for nurses being trained as specialists in a number of Advance Nursing Practice areas and other health related fields. In an attempt to determine the feasibility of developing appropriate nursing education programmes and subsequent registers for Advance Practice Nurses in such fields, information is required that will assist the SANC to make informed and evidence based decisions in this regard. 

You are therefore kindly requested to:

  1. Identify priorities for fields of specialisation, keeping in mind the national health priorities.
  2. Provide the rationale for the specific field of specialisation.  Base the motivation on statistics and other evidence.
  3. Identify and explain the unique skills and competencies that will be required from a specialist nurse in the specific field.
  4. Develop the exit level outcomes of a possible qualification in such a field in line with the requirements of the National Qualifications Act, No 67, 2008. Take into consideration the types of qualifications, the admission requirements set out in this Act, the credits available to complete such qualification and the nature and level of exit level outcomes. 
  5. Present the information described in items 1- 4 above in a tabular form, using the template below.
  6. Submit this information as soon as possible to the Senior Manager: Education and Training. Dr S Mkhize: [email protected]

Interim Guidelines on the Registration and Accreditation of Private Providers Offering Legacy Nursing Qualifications

 

PURPOSE

To update Private Providers about current changes in education and training landscape

 

INTRODUCTION 

NATIONAL QUALIFICATIONS FRAMEWORK (NQF) AND SUB-FRAMEWORKS 

The NQF Act, 2008 (Act No. 67 of 2008) provides for the NQF which comprises of three sub – frameworks each of which is quality assured by a Quality Council (QC).

The Occupational Qualifications Framework (OQF), is quality assured by Quality Council for Trades and Occupations (QCTO)

The General and Further Education and Training Framework, is quality assured by Umalusi, and

The Higher Education sub- framework, is quality assured by the Higher Education Quality Council of the Council on Higher Education

South African Qualifications Authority (SAQA) is placing all qualifications or part qualifications currently on the NQF on the appropriate sub framework.  Such placement will determine which QC is responsible for the quality assurance of each qualification or part qualification.

 

  1. GUIDELINES

The following guidelines will apply to private providers that offer legacy qualifications.

These guidelines will apply from the date of issue of this communiqué and will remain in operation until the end –date of legacy nursing qualifications on 30 June 2015.

Private Providers who are not yet registered with Department of Higher Education and Training (DHET) and who wish to offer legacy nursing qualifications on level 1 – 10 are currently not required to register with DHET

They must apply to the SANC as the delegated body for accreditation to offer those qualifications as accredited Private Providers

Private Providers who are already registered with the DHET for legacy nursing qualifications may continue with their current offerings but do not need to apply for re-registration with DHET when their registration period ends

Private Providers who are currently registered with DHET and wish to extend their scope of provision to offer additional qualifications need only to apply for accreditation with delegated body by QCTO, in this instance, SANC

These guidelines do not apply to the following:

Independent Education Institutions or Private Providers that offer qualifications on the other two NQF sub frameworks Higher Education Qualifications Frameworks (HEQF) level 5 – 10 and the General and Further Education and Training Qualifications Framework (GFETQF) level 1- 4.

Such Providers must register with the DHET after accreditation by the HEQC or Umalusi respectively

Providers are no longer required to register with the DHET in order to offer NQF qualifications

The QCTO has delegated the quality assurance to former ETQA Professional Bodies for currently registered NQF occupational qualifications.  These functions include provider accreditation

Accredited providers are no longer required to register with DHET as PFET colleges but must ensure that their accreditation status with a Professional body remains current

  1. APPLICATION FOR ACCREDITATION OF NEW INSTITUTION AS NURSING EDUCATION INSTITUTIONS

Such applications will be considered only if they are linked or supported by the Provincial Department of Health for training of categories where there is an identified shortage. Evidence must be provided from the health authorities to support the application. This will ensure that nursing education and training is in line with the needs of the healthcare delivery system of the country and translates into suitable employment for qualified nurses.

  1. APPLICATIONS FOR ACCREDITATION OF NEW PROGRAMMES BY ACCREDITED NURSING EDUCATION INSTITUTIONS

The condition outlined in 2 above is applicable for new programmes.

  1. APPLICATIONS TO RE INSTATE INACTIVE/ DORMANT NURSING EDUCATION INSTITUTIONS AND PROGRAMMES

This refers to institutions that have not had any intake of students in the past five years and to programmes that have not been offered in the past five years. The conditions outlined in 2 and 3 above are applicable

  1. APPLICATION FOR NEW CAMPUSES

Conditions applicable to new Nursing Education Institutions will apply here. Where there is a support for such new campuses, the following must be observed:

The main campus must be compliant with accreditation prescript

The new campus may apply to offer programmes already accredited for the main campus

No new campuses will be accredited unless supported by the Provincial Department of Health for training of categories in accordance with identified needs as reflected in 2 above

  1. APPLICATION FOR ACCREDITATION OF NEW CLINICAL FACILITIES OR INCREASE OF STUDENT NUMBERS

These will be considered in line with requirements to be complied with for such applications

The South African Nursing Council offices will be closed at the year end from 21st December 2012 to 2nd January 2013.

 

However, during this period SANC will be offering limited services at Cash Management for payment of annual fees and purchasing of distinguishing devices ONLY on the following dates:

8th December 2012 08h00- 16h00

15th December 2012 08h00-16h00

22nd December 2012 08h00-16h00

27th December 2012 08h00-16h00

28th December 2012 08h00-16h00

31st December 2012 08h00-12h00

The SANC offices will close at 16:30 on Thursday, 20th December 2012.

The SANC offices will re-open at 08:00 on Thursday, 3rd January 2013.

 

Kindly inform all persons in your institutions so that they are aware in advance of the dates the Council will be closed and dates when SANC will be offering limited services.

Alternatively, payments for annual fees can be made into SANC’s bank account.  Payments will be recorded effective from the date the payment is made into the bank account, or in the case of internet of other electronic banking payments, on the date that the transactions will be effected as per agreement with the client’s own bank.

Licensing of Nursing Agencies by South African Nursing Council

 

PURPOSE

The purpose of this circular is to provide clarity on matters relating to the licensing of the Nursing Agencies.

 

BACKGROUND

South African Nursing Council (SANC) Circular 1 of 2011 has reference.

SANC has in its meeting held on the 27th of September 2012 resolved that:

The files of Nursing Agencies which were previously licensed by the South African Nursing Council be handed over to the National Department of Health as the South African Nursing Council has no mandate to regulate Nursing Agencies under the Nursing Act, 2005.
 
All enquiries relating to Nursing Agencies should be directed to the National Department of Health, Nursing Services Directorate.

In this regard, all the Nursing Agencies files on South African Nursing Council database as of 31 December 2010 have been handed over to the National Department of Health.

Also note that the SANC will continue to regulate the Scope of Practice of Nurse Practitioners in terms of the Nursing Act, 2005 and relevant South African Nursing Council rules and regulations.
