South African Nursing Council – Year End Closure

 

The South African Nursing Council offices will be closed at the year end from Tuesday, 24 December 2013 at 13:00 and reopens on 2 January 2014 at 08:00.

However, Cash Management will be opened for payment of annual fees and purchasing of distinguishing devices ONLY on the following dates:

14 December 2013      08:00 – 13:00
21 December 2013 08:00 – 13:00
27 December 2013 08:00 – 16:00
28 December 2013 08:00 – 13:00
30 December 2013 08:00 – 16:00
31 December 2013 08:00 – 13:00

Kindly inform all persons in your institutions so that they are aware in advance of the dates the Council will be closed.

 

Alternatively, payments for annual fees can be made into the Council’s bank account.  Payments will be recorded effective from the date it is made into the bank account or, in the case of Internet or other electronic banking payments, on the date that the transaction will be effected as per agreement with the client’s own bank.

On this day the Department of Health published the National Strategic Plan for Nurse Education, Training and Practice 2012/13 – 2016/17 on its website.

The development of the strategic plan has its roots firmly in the Nursing Summit which took place in 2011 and the Nursing Compact that was drawn up as a direct consequence of the Summit.

South African Nursing Council Examination Schedule – 2014

 

Attached is the Examination Schedule for 2014.

 

Kindly take note of the following requirements applicable to the Council examinations:

  1. The closing date for the examinations must be strictly adhered to and no exceptions or allowances will be made to extend these dates. 
  2. Only registered students/pupils will be eligible for an examination:  The Head of the Nursing Education Institution (NEI) must ensure that all students/pupils are registered with the Council within the prescribed period (this does not apply to candidates writing the admission examination for Enrolled Nurses, Foreign Nurses and Refugee Nurses). 
  3. Candidates will not be registered for an examination with only an identity number.  Council reference numbers are needed in all cases.  Please follow up with the Council Registration department first, if students are not registered for the course before registering students for an examination. 
  4. The Council will only process applications for entry into a Council examination that meet the following requirements:

a)  The Examination Application Form is filled accurately, complete and signed by the relevant person/s.  The surname and given names must be those appearing in the identity document. 

b)  All the required documentation are included.

c)  There is proof of payment of prescribed examination fee into the Council’s bank account;  such payment must be done by the Nursing Education Institution (NEI) (group payment) and not by individual students/pupils.

The correct reference must appear on all deposits to expedite the processing of your payment.  The code ‘EXAMFEE’ must only be used for payment in respect of examination fee.  This code must not be used for any other types of payment. Here is an example of what a correct reference will look like for an NEI with S-number S12345:

NB:    The Head of the NEI must ensure that payment of fees by their Provincial Department or Head Office is made separately for each NEI and for each specific examination.
 Provincial bulk payments without specifications create administrative challenges and cause a delay in processing of the applications.

Only those students/pupils that have been issued an examination timetable/number will be eligible to write a Council examination.

All PRACTICAL MARK SHEETS must be submitted to the Council by registered mail/courier by the end of the month in which the examination is written.  If the PRACTICAL MARK SHEETS in SANC format are not submitted on time, the examination results will be published without the practical marks, hence qualification certificate will not be issued to the affected candidates.

The Council requests invigilators not to enclose the practical mark sheet or any other documents with the Examination package.

The Council reserves the right to cancel an examination reflected on the schedule if there are insufficient candidates for such an examination.

The Council request the NEI’s to inform all their learners of the outcome of the examination results once published.  No examination results will be given out telephonically by the Council.  However, learners will receive results via text messages (SMS).

In respect of the Admission Examination of the Course Leading to Enrolment as a Nurse, the NEI has responsibility to establish that the learner complies with the requirements of regulation 7(4)(a) and (b) of the regulations published by Government Notice No. R.2175 of 19 November 1993 (as amended) before the learner is entered for the Admission Examination.  Once a leaner has successfully passed Admission Examination, it becomes very difficult to convince the learner that he / she does not qualify for the exemption allowed in terms of the regulations.  Particular attention must be paid to the requirement of an academic standard 8 or equivalent qualification.

The Admission Examination for the Course Leading to Enrolment as a Nurse effectively now only applies to those Nursing Auxiliaries who pre – 1993 followed the 100-day course leading to enrolment as a Nursing Assistant where the final examination was conducted by the institution not by the Council.

No learner shall be allowed to write the Final examination of the (R.2175) course before he/she has passed either the First year examination (R.2175), Council Auxiliary Examination (R.2176) or the Admission Examination for (R.2175).

Addendum to the South African Nursing Council Circular  8/2012: Examination Schedule – 2013

This serves to inform you that an additional examination date has been added to 2013 examination schedule previously communicated through SANC Circular 8/2012.  The detail of the additional examination date is reflected below:

Additional date for Final Enrolment as a Nurse (R.2175) examination is scheduled for 22 November 2013.
(* The closing date for the above examination has been extended to 7 September 2013.)
All previous dates of the other examinations remain unchanged.

You are kindly requested to communicate this information to all learners.

PURPOSE OF CIRCULAR

The purpose of this circular is to:

Inform nurses of the closing date for the payments of annual fees for the calendar year 2014 
Inform nurses of the increased fees due for the annual fee year 2014 
Inform nurses of the increased Restoration Fees applicable from 1 January 2014

  

1.  CLOSING DATE FOR PAYMENT OF ANNUAL FEES

Please note that the closing date for the payment of Annual Fees has changed to 31 December annually. This means that Annual Fees for 2014 must be paid by 31 December 2013.  You are therefore urged to pay as soon as possible in order to avoid the last minute rush.

 

2.  ANNUAL FEES FOR 2014

2.1  Normal Annual Fees

The fees for the annual fee year 2014 for the different categories of practitioners are given in the following table.

Notes: 

  1. The increased fees apply to restorations that are EFFECTIVE from a date after 31 December 2013 – no matter when the fee is paid. In other words, if you meet all the requirements for restoration after 31 December 2013 OR if you request restoration with effect from a date after 31 December 2013.
  2. The reduced restoration fee will only apply if your name was removed from the register at your own request – this must be confirmed with the Council before paying the reduced amount.

South African Nursing Council – New Examination Application Form

  1. Enclosed is the new examination application format for applying for learners to write a Nursing Council examination. No individual applications will be needed in future.  
  2. The application needs to be submitted on a letter format with the logo of the Nursing Education Institution, contact details and accompanied by proof of payment (group payment done by the Nursing Education Institution). Please note that a remittance request is not a proof of payment.  
  3. Identity numbers or passport numbers are not relevant for this application. Please consult with the SANC Registration Department (Learner Desk) in time if confirmation of learner registration was not received. Telephone numbers for learner desk: +27 12 426 9530 or +27 12 420 1062.  
  4. Kindly adhere to the closing date for submission of examination applications according to the examination schedule.  
  5. Confirmation will be sent to the Nursing Education Institutions immediately once learners have been entered for the examination and timetables will be issued after late entries and re-entries have been processed, approximately 3 weeks before the examination.  
  6. The new application format will be implemented immediately and no old style application forms should be used from the year 2014.

INTERNATIONAL NURSES DAY

MESSAGE FROM THE CHAIRPERSON OF THE SOUTH AFRICAN NURSING COUNCIL

International Nurses day is celebrated annually on 12th May to commemorate the birth of Florence Nightingale who made a significant contribution towards the nursing profession.  This day also presents nurses globally with an opportunity to remember and reflect on the meaning and value of their contribution in the delivery of health care.

The theme for 2013 is Closing the Gap: the Millennium Development Goals: 8, 7, 6, 5, 4, 3, 2, 1

The South African Nursing Council, as the statutory body has developed a range of enabling instruments for nurses to take a lead towards the achievement of the United Nations health related Millennium Development Goals (4, 5 and 6) which focuses on the reducing child mortality, improving maternal health and combating HIV/AIDS, malaria and other diseases.

As carers in the coalface of disease; pain; helplessness and despair, I am also grateful that working together we have indeed made remarkable strides in many areas including the notable successes in reversing the tide of HIV and AIDS.

Today our country under the leadership guidance of Honourable President Jacob Zuma is hailed as a shining example having succeeded in putting more than 1, 7 million people on life saving Antiretroviral treatment; on bringing in more than 20 million people to test for HIV and most remarkably reducing the mother to child transmission rate from 8% in 2008 to 3.5 per cent in 2010 and to 2.7 per cent in 2011.  One thing is certain, the above could not have been achieved without the involvement of appropriately skilled committed and compassionate nurses.

Today as we celebrate this all important day we also need to be mindful of the fact that our country has a responsibility as directed by the African Union under the auspices of the Campaign on Accelerated Reduction of Maternal and Child Mortality in Africa (CARMMA) to ensure that indeed, “No Woman Should Die While Giving Life!”  Again midwives of our country have the expertise, skills and clinical acumen to ensure that both the mother and the new-bon baby come out alive and well to be celebrated as a gift to their families.

Our work as nurses in this country is never going to be an easy one due to the fact that the South African health system is predominantly nurse driven.  On behalf of SANC, I salute and commend those nurses who regardless of all challenges encountered within the health care system, still prioritize the wellbeing of the patients.  Thus contributing the long and healthy life for all.
